So beets...  I've had the best luck with them since I started soaking and washing the seed.  For about 12-24 hours before planting.  A couple times I soaked, then drained them, but couldn't plant them right then, so sealed them in a plastic container, and they started sprouting in there.  Transferred them VERY carefully into the ground, and they were up in a couple days.  
I read somewhere that beet and chard seed have sprouting inhibitors in in the seed coating, and will germinate better with a soaking.</description>
